I tried telling him to get a prebuilt to no avail, so if anyone wanna have a go at persuading ill forward all your comments,

 

no budget but cheap as possible,

has a 1070 already

already has a mp510 ssd

gaming and other assorted crap,

oh crap sorry, ill edit.

you have no gpu in your system and no ssd. The ssd might not be essential, but I wouldn't build a pc without. The GPU on the other hand is absolutly essential or you won't have video output

yep, an ssd for just OS can be got for quite cheap, i wouldnt build without one

You mention wanting it to be as cheap as possible, but you can save a lot on the case and cooler. Also if you have ethernet, you (ofcourse) don't need a wifi card.
