So recently I upgraded my GPU to an rtx 2070. Ever since, the experience has been pretty pleasant, I've been able to run a bunch of high demand games with good fps, but there's a problem. Some of the games that I play don't fully utilize my GPU and CPU. Now I know that my CPU isn't going to always be working near max utilization, but I have no idea what's going on with my GPU. A game that this happened on was rainbow six siege. My performance would be about the same, no matter what the graphics settings are. Let's say I play at 1440p with the lowest settings, I would get somewhere around 110 to 120 fps with my GPU utilization floating in between 40 % and 50%. So I think that maybe if I increase the graphic settings it'll utilize my GPU more, and it does, but it still stays around the same fps range, just with higher utilization. I decide to lower my resolution to 1080p, and the GPU utilization decreases but still it has similar performance. I have the latest driver and bios for my system, I also double checked if my fps was capped or something, it isn't. My first solution was to increase my memory from 8gb to 16gb since I realized that it could be capping my performance, and it worked, sort of. My performance did increase, but still my utilization was low. I was wondering if anyone on these forums might have a solution to this problem. Thank you.

that's because you are CPU bound in that scenario...your CPU can't produce for more frames...that's just how it is. Nothing can fix that, other than getting a faster CPU would increase framerates.
