Low FPS Low Usage

I feel like my PC is under performing in games,as i have a 144Hz 1080p Monitor and i'm trying to hit 144FPS

CPU~55%

GPU~40%

Ram~6Gb/16Gb

R6S(90FPS)-Ultra

GTA 5(65FPS)-Ultra

Far Cry 4(55FPS)-Ultra

Pay Day 2(110FPS)Ultra

Mirror's Edge Catalyst(100FPS)-Hyper

Minecraft(90FPS)-Fancy

 

My PC works fine in Firestirke with 23000 points

 

My PC specs are

Ryzen 7 1700@3.75Ghz
Aorus B450 Elite
T-Force Night Hawk(2X8GB)3000Mhz
AORUS GTX 1080 Ti 11G
Samsung 850Evo 500GB SSD
Cooler Master V1000 80+Gold
 
I have tried
Updating BIOS
Updating to latest Nvidia Driver's
Downgrading to Driver 399.24
In High Performance Power Plan
V-sync is turned of in every game
Did not overclock anything besides raising power limit.
