I just got the civ 5 humble bundle and i want to install civ 5, but it says there is a steam write error? i deleted appcache and rebooted, deleted everything i could in the downloading file in steam. but the error still exists.... any ides? i just want to play civ 5 :(

I know that the steam client was just updated today.  I'd say the first thing to do is to make sure that you have the latest update installed.  Just quit and restart steam and it should prompt you to install the update.  Then see if you still have the problem.  Forgive me if you have already done this.

Desktop: Intel Core i7-6700K, ASUS Z170-A, ASUS STRIX GTX 1080 Ti, 16GB DDR4 RAM, 512 GB Samsund 840 Pro, Seasonic X series 650W PSU, Fractal Design Define R4, 2x5TB HDD

Hypervisor 1: Intel Xeon E5-2630L, ASRock EPC612D8, 16GB DDR4 ECC RAM, Intel RT3WB080 8-port RAID controller plus expansion card, Norco RPC-4020 case, 20x2TB WD Red HDD

Other spare hypervisors: Dell Poweredge 2950, HP Proliant DL380 G5

Laptops: ThinkPads, lots of ThinkPads

Can you share the direct error? Is it saying you can't write to the folder because of permissions? If so, you have to make sure nothing is updating/patching via the client for it to work. I just had the same problem last week. I know you said you deleted what's in the downloading folder but there still might be something trying to download or update within the client .

If that doesn't work, have you tried  opening the client with Admin rights?

I seriously doubt your drive is in bad health but I guess it is worth checking off the list.  I hope you find a solution for it soon, and that your drive isn't dead/failing. :(
