At that price, you could even start from the scratch and still get a 5700xt. but since you already have a case, PSU and DDR4 ram, and hard drive

Why not get the

Ryzen 5 3600 -$200

B450 mobo - 80-150

GPU Choices

5700 -$350

5700xt -around $400

2080 (not super 600-800)

I don’t have DDR4 ram I still got DDR3. Also Ryzen is AMD correct are they as good as intel's line?

right now, they might be equal or even better. depending on what you plan to do with it, AMD side is pretty good right now

since the intel side on that price is pretty much the same, (the i5 9400F and the like) but the number of threads on the Ryzen CPU pretty much speeds up the AMD side. Intel is slightly bit faster on gaming but AMD is better for both gaming and productivity.

Ok well I will definitely look into that. Any other tips?

the Ryzen CPU that doesent have an X on it runs at about 65 W so it doesnt run that hot. but getting an aftermarket cooler helps in achieving higher boost clocks. its not required though.

You will not find a worthy replacement for that 4790k yet. I have a 4771, and i will use it till it dies.  I know devil's canyon paired with the right motherboard can do more than 1600mhz on ddr3. Get at least 16gb of ram. 32gb if the mobo can do it. Look up Corsair dominator.  Upgrade your cooler if it would give you a better overclock.  Update your bios and get a ray tracing gpu with more than 4gb. Do you have an ssd? That's whats going to give you your speed.

I am running my OS off of Samsung 800 evo ssd what graphics cards you think wouldn’t bottle neck that’s just a bit of an upgrade? My MOBO can support up to 3300 MHz on my ddr3 ram I could go to 16gb. Upgrading my cooler honestly might be a real good idea I’m just using a hyper 212 cooler basic just fan setup.

That sounds like an awesome pc still.  no reason to upgrade yet. The bottleneck that people will tell you your experiencing will be laughable. 16gb is plenty.  When i run cs:go it uses at least 8gb in danger zone now. The way people are talking you might want a radeon ray card over an rtx right now.  The nvidia stuff seems to be made cheap for the current 20 series generation.  If you want good budget get an rx580 with alot of vram.
