CPU for server build

I'd like to get advice on what kind of CPU I should get to handle everything I want to do with a server I want to build.

I plan on using this server as a file server for all my devices, ftp server, plex media server, and a vpn server. 

 

Will an i3 be good enough, to handle all this, or should I go with an i5?

How much will the plex server need to do? Transcoding?

 

Budget?

 

Why only intel i3 or i5? ID look at ryzen and used xeons.

Regarding transcoding:

I'm not sure I know how to answer that. It will be just for me to watch. I'm the only user who will be using it.

 

Budget, I'd like to keep the whole build under $300.

 

I already have the storage.

what storage do you have your using?

 

Why not get a used server like a dell r720? But if you don't want to go used, id proably go with a ryzen 5 3400g here.
