It depends

If you're using an AMD Ryzen CPU, 2933/3000MHz (or faster) ram is recommended

If you're using an Intel CPU, ram speed doesn't really matter as much.

Although it would be a sort of downgrade, in the real world it'll only increase fps by maybe 5, personally i would rather have 12 or 16GB of DDR3 than 8GB DDR4

to:

Ryzen 3 1300X

ASUS A230M-K

Im doing it primarily because im moving from AM3 to AM4, so im forced to change my ram, i plan to get another 8 gigs to make it 16 but i dont know how long it'll be until that

Well you'll definitely see a difference, and I can't imagine you were maxing out your ram anyways. But the thing is, is that your upgrade path is pretty flawed

A320 is a horrible chipset to be on. Spend 10$ more and get a cheap B350 or B450 board.

Why a 1300x?

You definitely should buy two sticks at the same time. Ryzen, especially first gen, benefits extremely well from fast dual channel memory.

i dont have a lot of options, im getting the Ryzen for a mere 85 dollars (ish) with the mobo included, which is very good considering that a 2200g just by itself retails for 130 around here

the cheapest b350 would cost me more than the 1300X+A320 setup

Understandable I guess.

Back in regards to ram, yes there will be a difference, but only really in benchmarked tasks like games or other high workloads
