your GPU bottlenecks your Resolution/quality settings.

 

That GPU is still fine for 1080p gaming, but if you're buying a GPU I'd just get a used RX 470/480/570/580 8GB

That's an overkill CPU for that graphics card. What is your performance target?

I have the r9 390 currently and am just looking to upgrade my cpu, do you think i would need to upgrade my gpu aswell if i go with the i7?  Or even the i5 9600k.  I want to play some of the newer fps games (Modern Warfare/BF5) at 100 ish fps or higher.  Im also really big into playing arma 3 and dayz, which are not the hardest titles to run.

Save the cash and get the 9600k and put it towards a better gpu, the 390 is a bit dated. you're not going to get 100 fps in MW/bf5 with it at max settings, if you lower it down to medium/high, you might be able to pull it off.

What's your current CPU? If you have to replace your motherboard anyways, it's a better idea to go for a Ryzen 5 3600 for a much lower price, and the same gaming performance once you enable PBO in the BIOS. (basically an automatic overclocking feature, 100% perfectly safe to use though) It's also much better for future gaming, as it's got significantly better multicore performance.
