Hi, I just got my new RTX 2080 and I am trying to install it. It's in the PC and the PCIE cable is in, but when I start up the PC, 1 fan spins for 4 seconds then stops, then 9 seconds later the other fan stops. The GPU is on because the RGB is on. But the fans just stop.

UPDATE: I updated the driver and it seems fine now but the only issue is that both fans are not spinning. Does it have to do with the PCIE cable or something?

it might be the fan curve . some GPU doesn't turn the fan on unless a certain temperature is met. its also normal to spin during startup then stop afterwards

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

CPU COOLER      : ID-Cooling SE 207
CASE FANS       : Mix of ID cooling fans, Corsair fans and Rakk Ounos (planned change to ID Cooling)
DISPLAY         : SpectrePro XTNS24 144hz Curved VA panel
MOUSE           : Logitech G603 Lightspeed
KEYBOARD        : Rakk Lam Ang

HEADSET         : Plantronics RIG 500HD

Kingston Hyper X Stinger

 

and a whole lot of LED everywhere(behind the monitor, behind the desk, behind the shelf of the PC mount and inside the case)

Most GPUs have fans that do not turn on when there's no load. 

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

yes it booted up normally but the fans just wont spin and i can feel it warming up and that sorta worries me a bit

human skin is an inaccurate measure for GPU temps. What would be burning hot to you is totally normal for a graphics card.
