xbox app problem

ive been trying to play fh4 and since i was having problem with it saying " you may not proceed without being signed in" i searched it up and found out that xbox services arent turned on

i turned them on and opened forza motor sport 6 apex and played it and then i launched fh4 and its crashing when i click on the icon 

i uninstalled xbox app and when i try to install it from windows store its giving me this error "0x80070422"

i tried troubleshooting it with windows troublershooter and it didnt worked out 

my windows version is 1903 and i have widows update available but i tried to install 5 times and every time i deleted it from safe mode because when i try to install it tells me that its not installing and its undoing changes

what should i do

Seems like you messed up with W10 services and now its biting you back. I can suggest you to revert the changes you made to the service startups OR just reinstall windows 10 (this is what I would suggest). Messing with windows 10 and its services usually ends up in issues that cant be solved without reinstalling.

what about windows updates

nope nothings going to fix that, unless you manually revert the changes you made or reinstalled windows. Semi-annual updates are not a full on w10 reinstalls nowadays.
