Network share, over two different internet's

It will be difficult to access anything behind a router without modifying the router's configuration in some way. A router is primarily supposed to keep stuff out that wasn't requested from inside the private network, unless you explicitly open a port and forward that to some other machine on the network.

I would recommend something like OneDrive, Google Drive, etc. that allows you to have a local copy of all files but keeps it in sync with all other synced locations, plus the cloud.

 

If you'd rather not involve the cloud and just go point to point, Resilio is a thing.

 

If storing a copy in both places is not possible or desirable, then you'll have to find a solution that just lets you access the files without keeping a locally synced copy.  OneDrive does offer this, but again if you'd rather not use cloud then that's out.  The main issue with any solution that does this though will be low speed.
