I have a vega 56 with an i5 8400. I am having trouble running metro exodus, battlefield 5 and the outer worlds. On all of these games my graphics card and cpu struggle to keep a stable 60 fps. Here is gameplay from BFV the frame drops don't start happening until 45 seconds. https://drive.google.com/open?id=1FOhKhbXtQSIacuxJZuzk321k8IetD5_b

Do you have 16GBs of RAM?

Are you using a really old hard drive?

Did you already try reinstalling windows?

Is it overheating?

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

Yes I have 16gb running on an ssd's. GPU is at 70 cpu at 50

Probably just the drivers then, if a fresh install of windows doesn't fix it I have no idea. PSU is the only thing left.

Best to keep windows on a small 120-150GB partition so it's easy to reinstall in the future.

Alternatively you could make a linux USB, and just install steam under Ubuntu to run some games under that OS if you have a big flash drive. Don't even need to actually install linux either.

That gameplay shows absolutely no issues. You're holding a locked 60 fps almost the entire video.

When it drops into the 50s the game feels like it is way lower

This is what 144 Hz monitors are for. Go above and beyond 60 fps and the drops you won't notice as much. Your hardware is fully capable, even in 1440p.
