Windows 7 - Jerky dragging while moving windows / icons

A recent problem Ive been experiencing is when i move windows around my desktop, they seem to stutter and chop a bit. Sometimes its worst then other times, but its been consistent. It started happening with my previous AMD Drivers (13.12), but ahs been made worse with 14.1. I dont know if its something in the new CCC suite. I know HydraVision was making it a pain to arrange my dual screen desktop until i disabled it. Was wondering if there was something else that could be causing this.

check your gpu usage.

Well I will not be upgrading from windows 7 until a version of windows not built around poking things with my fingers comes out. Its annoying because I like when a computer is snappy, smooth and responsive. Lately, the UI hasn't been so smooth. 

 

It could also be because I have too many things trying to control the desktop (Windows itself, Display Fusion, CCC) maybe all that interference is a bad thing.
