Do you really need 32Gb of RAM? All games and heavy tasks will run at 16GB. If you are gaming, streaming and rendering at the same time then yes, go for 32gigs.

    As the previous comment suggest, see if your other components (cpu, motherboard) support quad channel (propably not if its not a high end build). If it only supports dual channel, go for 2x16 no doubt. 2 sticks are easier to work with, more stable and will not cause any problems. Also you will have 2 more slots for future upgrades. 

   Whats your cpu and motherboard? All new mid range+ cpu will support more than 3000mhz and will be worth to go for faster.

2X16GB is more stable on dual channel system ( most consumer systems), 4 sticks on a dual channel can be a bit picky, if you have one stick slower then the 3 others then you are stuck with thats slower speed on all sticks, also you loose signal integrity with 4 sticks on a dual channel, thats a reason why this setup is slower then 1 stick on each channel.

Well im planning to get a i7-9700k with asus prime z390-a, so thats why i keep thinking if i could go quad channel or dual channel

Well i guess 2x16gb is always good than 4x8gb memory.

Z390a only supports dual channel. Go for 2x16 for sure.
