GTX 1660Ti

so i got a 1660 ti recently 
it's okay but. 
please, tell me, why am i not getting maximum performance? 
Asus Rog Strix modell, i7 3770 (runs at 30% load playing Plague so not a bottleneck) and 12gb DDR3 1330Mhz. 
What causing the lack of performance? 
1680x1050 monitor 
And even without fullhd, i'm getting only about 60fps at plague innocence with huge drops under 40
Why? 
CPU 30 - 70 % load 80C max
GPU 30 - 50 load with 50C max
(i have a 500gig A400 SSD)

Cpu might be throttling, and seems like you have mismached ram and is quite slow even for ddr3

yea i do have mismatched ram 
so it does decrease performance

after repasting it cpu can run at 100% 
is 80C bad for the 3770? 
I mean, in other forums people claims that 80C is okay for the 3770
