iPhone 4S Downgrade

An iPhone 4s not on the latest version of iOS will be useless as of now for the rest of time.

 

And no, if it is not signed there is no way to downgrade without jailbreaking.

True but currently on iOS 9 it's basically useless.

Look at 6.1.3, that might be the one they still sign. Look for the IPSW for 6.1.3 and you should be able to downgrade from there.
