So you already have the PSU?

What motherboard and RAM were you buying for the 2700X?

If an R5 3600 is the same price I'd maybe just get that increase.

 

with the 960 it won't go over 250W with a gaming load anyways.

I have looked into getting the ryzen 5 3600 but i would need to flash bios with another am4 cpu which i dont have

I would go with a 3600 like OP suggested. Isn't there any local PC repair shops in your area, that could help with the BIOS flash?

i dont think there is no one has a pc in switzerland everyone has consoles but i will look into it

There are websites where you can buy a Motherboard with the Bios update. I don't know whether mindfactory ships to switzerland, but maybe there are similar sites there.
You could also get an AM4 chip that works with your bios, update it and send it back.
