The difference in speed between the 970 and 860 won't be noticeable.

If I were your friend I'd either just use the 1TB for everything or get a big HDD to put games/files on.

Get a 1 TB SSD like the 660p or MP34 instead of these overpriced Samsung.

3600 or 3700x instead of the 2700.

550w is enough like the Whisper M, TXM or RMX.

Everything else is fine.

go with an x470 chipset instead, if you're getting a 2700

Could you link some motherboards you would recommend?

Is the 3600 or 3700x better than the 2700?

Okay, the 3600 or 3700X are much more expensive, will the 2700 be fine or is a necessity to get a 3600

Yes. Most AMD AM4 processors will work all across boards even on older chipsets like B350/X370 and B450/X470, but only if the board manufacturer has bios updates for them. Other manufacturers like MSI have "MAX" designated boards that support 3rd gen out of the box.

The 2700 should be fine, but spending just a bit more for the 3600 would be a better investment due it's better performance.

Either way, you can't go wrong for both.

Also regarding the 660p from intel, I heard they advertised their read and write speeds wrong and that they are actually worse than samsung

Well, the Samsung PRO EVO M.2s are faster and more expensive. The ones from Intel are slower but cheaper.

It all boils down to how fast do you want your M.2 drive to be and are you willing to spend more money for more speed? Budget-wise, I'd go for the Intel 660p, it should be fine for most builds, even I use one personally and I do a lot of Video Editing.
