My boss asked me to check for the computer, but I don't think I'll be able to find the problem on my own. The light on the motherboard works but none of the fans are spinning. Is there's a way of recovery or the computer is dead and we need to get the file inside an other way?

If the files on it are important, the first course of action should be to remove the HDD, put it on another, working computer or in a USB-dock/-case and then copy those files off of it. Once you know the important files are safe, then you can continue with the less important task of fixing the PC.

 

As for fixing the PC, remove any non-essential components like e.g. any CD/DVD/Bluray - drives, HDDs, if it has an iGPU, then also any discrete GPUs and so on, remove the PSU and then try with a known-good PSU and see if it boots up or not.
