Problem with overclocking r5 2600

I want to oc my r5 2600, i increase multiplier to 40.00 for 4 ghz and increase voltage to + 0.1875 and when i want to boot i just see windows logo and no loading, is there something wrong im doing?

btw i have xmp enabled for my 2x8 3000 mhz g.skill ram

specs:

mobo: b450m asus prime a latest bios

cpu: r5 2600

ram: 2x8 3000 mhz g skill aegis

gpu: rx vega 64

psu: be quiet! 600w
