You can go up to ~1.4V, but 4ghz at 1.3V seems fine for daily use.

4.2ghz is pretty readily reachable on these CPUs, though that is a good speed for that voltage and going higher will cost you on voltage and temperature, but 57C peak is absolutely nothing.

 

I run mine underclocked and undervolted most days, but if I'm going to be productive or game on any specific day, I crank it to 4.2ghz at 1.425 because my air cooling keeps it well under 70C even when the room starts to cook a little.

ASUS ROG STRIX B450-F
Corsair LPX 32 GB (4 x 8 GB) DDR4 @ 2933 MHz the ram is actually 3000 MHz but it fails to boot that's why i have it lower
EVGA SuperNOVA 750 G+
Cooler Master 120 Lite

I tried 1.375 at 4.2 but the computer failed to start had to reset

I would have just used the stock cooler, until you could throw in a Dual Tower air cooler like the neptwin or scythe fuma 2

 

or a 240 or larger AIO

 

120mm AIOs are only really good for ITX cases with no clearance.
