Loud PC

Installed my Ryzen 5 3600 and Wraith Stealth cooler yesterday and getting a really quiet whirring noise most the time.
Temps are 38c idle and 60c gaming
Any ideas ? No cables are touching the case and i definitely tightened all the screws on the heatsink

Changing the powerplan in W10 to energy saver reduces the sound
Could even be the fan at the back of the case,

It could very well be a fan. Sometimes, I experience the same issue. I only have Noctua fans, and sometimes, one of the top fans starts making a noise, as if it's touching something. I can't think of what it would be touching, apart from the actual frame of the fan. Doing something as gently shaking the case, or lifting one side and putting it back down, fixes the issue. This happens quite rarely, though.
