As is the case with literally every other PC issue ever, you need to actually give people your specs. 

We know you have a Taichi from the title, but what CPU, what GPU, what RAM, what PSU, what drives, bonus points for the case and cooler you're running as well. 

 

Going off the manual it's a DXE_Setup error:

No idea what that's caused by and can't take a guess since I don't know what your setup is.

I have an msi rtx 2080 8g oc, ryzen 7 3700x no oc, g.skill v 16g (8x2), seasonic 650 80+ gold, a 2tb wd blue hdd, cooler master hyper 212 evo, the case is DIYPC DIY-G5-BK Black

Noice. So you can only get into the BIOS with a USB drive plugged in, or not at all? Have you tried resetting the CMOS already (can also try unplugging the mobo/switching off the PSU, removing the CMOS battery, then letting it sit for 10-15 minutes)?

I can get into the bios with the usb in (it may because it has my win10 installer on it) but I have pressed the clear cmos button and turned off the psu, but I haven’t taken out the battery

You don't even get the BIOS boot screen to flash? Full blank screen unless there's a USB plugged in? That seems like a rather odd issue though. Did you already install Windows 10 btw, or are you still trying to?

It’s already installed and yes the bios flashes then freezes

Oof I can't even find anything on a system not booting without a USB, only ones that refuse to boot when there is a USB plugged in. Two things I'd try: reinstalling windows (delete the partitions on the drive and let the windows installer automatically make new ones) to make sure a boot file didn't go to the wrong spot, and re-flashing the latest BIOS (assuming you can get into the BIOS if you copy the BIOS file to your USB stick and plug it in).
