Look for a used business machine with an i7 2600K and a decent looking power supply, then just toss in a used RX 470-580, they're only $100 USD here on ebay anyways.

Otherwise you're going to want an R5 2400G if it's cheap and a B450 motherboard like the ASrock Pro 4 with VRM heatsinks on both VRMs, slower graphically naturally. Would want 3000mhz or 3200mhz RAM.

If you want very cheap, here's one for 25k :

Can be made cheaper by using 2 x 4 GB sticks instead of 2x8, or just by buying a single 8 GB stick now (to have more money for a proper video card) but you MUST buy a 2nd stick later, as dual channel memory (having 2 sticks) adds around 5-15% performance to the computer.

You can save 1700 indian bucks by going with Ryzen 1200, and that could help you get a proper video card like RX 570 for 12k

ex 25102 - 3045 (a stick of 8 GB) - 1700 (2200g vs 1200)  = 20357 ... + 12000 for a RX 570

 

Here's a best bang in the strict 30k budget - note you need to add a hard drive, either ssd or mechanical, and at a later point add a second ram stick. You could probably squeeze the drive in the 30k budget if you go with 2400 Mhz memory but you lose performance, make an effort and add 1000-2000 indian bucks and get storage.

The RX 570 is best price for performance, for 1080p gaming. You could save around 1-2000 by going with 1050ti but you lose some graphics performance, not worth it really, too small of a price difference for too much performance loss.
