i have noticed that in windows 10 1903 that in the command prompt it deosent have the functionality of linux stability as said in the 1903 advert

If you mean the linux subsystem, you have to go to the store and download it from there.

No in the advert it came up as Ubuntu commands and Some other operating sytem commands

You need to enable WSL support in windows components, you need to load a distro from the Windows store, and then you'll have another command prompt for the linux instance.

Once you install WSL and install your flavor of Linux you should be able to call it from CMD with the "bash" command. This will bring you into a terminal where all your Linux commands will work.
