These are the AMD cards that are available to me. Which one? I have mostly owned EVGA Nvidia cards.

Also why is the 5700 and 5700XT priced so closely? Is the performance difference meh?

The 5700 XT is much better performance. The 5700 can only barely hit a stock 5700 XT if you both flash a 5700 XT firmware to it, and overclock it as high as possible. A 5700 XT can usually overclock to the point of matching an RTX 2080 Super in some tasks, and averages the same gaming performance as an RTX 2070 Super.

 

The reason they're priced so closely is because that's what AMD wanted to price them at. They could've priced the 5700 a bit lower, but then it would've completely removed any possible discussion of competition between it and the 2060 Super. (which it matches for performance)

 

As far as brand, that you'll have to decide for yourself. Just don't get a reference blower style card, and don't get an ASUS. (the ASUS are running hotter than the reference cooler at stock)

AFAIK they have made detailed Videos on each 5700 model.

at 329 the blower card is a fairly attractive possibility to me at the moment..... Will they be outperformed by say a 1660 TI or will they just run loud and throttle a little bit?  I don't really need top tier performance but at that price point it does get me into a nice setup for less than a 6 gig 2060 right.....

Many years ago I had a 8800GTX with a blower. I got good performance out of it by attaching a 80-120mm fan adapter and a high speed 120mm fan from a server. I wouldnt recommend it for a silent build.

I had a blower in an old GTX 265 or something that came in my Alienware with the i7 920 processor and it seemed fine the whole time I had it.  I guess my bigger question is do they perform so bad and are so loud that there is absolutely no reason to ever consider them or are they like 3-5% slower than aftermarket cards because of better thermals

I think they just come out first and then everyone competes to be the better card.

The 5700 with a blower, when running undervolted and underclocked, will still blow away a 1660ti for performance.
