You can get a used canon one from facebook mplace or ebay if you are luck

I second this used Canon Rebels are common, and are a reasonable entry level camera.

For nature photography OP may need to get a secondary lenses.

If you are talking about stills, it is more common to talk about megapixels, and all recent dslrs superceed the resolution of 1440p quite dramatically.

I could also recommend next to the canon rebel cameras the d3300 or depending on the price the d5300 as a good starting point, used they may go very cheap, and new there are quite a few deals at random points in time.

If you want to do video in 1440p, I'm not aware of a currently available entry level camera that can do more than 1080p60, and then I would recommend going canon for the better video autofocus system. Though I'm perfectly fine with my nikon for filming occasionally, though I do that with manual focus

I would prefer something in the 24MP range.

At that budget (assuming USD), and since your parents will probably not buy used hardware; I would recommend the Sony DSC-W800.

BUT... almost all $100 cameras will be outperformed by near any smart phone. So if you are using a smart phone for pictures right now you may get worse quality images with cameras as this price point.

According to Austin there is a HTC available for $80 with a pretty nice camera.
