Okay, so I've been doing this for awhile, and never run into this problem before, but now that I'm finally getting low enough temperatures to push my OC a little more, I've hit a pretty major snag. My CPU is locked at 5.1 Ghz, and refuses to overclock outside  of  BIOS beyond  that (Aiming for 5.3). 

In the BIOS it loads up at 5.3, all the BIOS settings are appropriate, voltage is good, no AVX offset, and I figured it was possible Intel Extreme Tuning Utility or EasyTune were the culprits,  but I first went into them, set them all to their default factory settings, deleted all of the profiles and saved assets on them, and then uninstalled both of them, and yet for some reason even though my multiplier is set to 53 in the BIOS when I load into  windows it shows  5.1 Ghz in Task Manager and in HWinfo. 

I shut down and  cleared the CMOS, and tried again. No cigar. So I flashed the BIOS and tried again. Didn't work. Manually recorded all the settings in my bios, CMOS, Flash, Manually set everything, didn't work... 

I'm beyond myself at this point. Is there a registry setting that IETU or Easy Tune changes that anyone is aware of, or something I can fix that wouldn't have been returned to default with the uninstall of the programs? Or is the only option to live with stuck overclocks, or a clean reboot (Not an option as I have software that I need for school right now that has no further downloads, and I don't have the money to repurchase it)?
