Uninstall one by one:

Pros: don't have to reinstall the OS

Cons: You may miss some

 

Reinstall the OS:

Pros: Guarantees you got all of it.

Cons: You had to reinstall the whole OS.

 

There's a few extra pros & cons here & there but those would be the biggies. Sometimes re-installing Microsoft will give you crap when re-entering the supplied product key. I'd advise linking it to a Microsoft acc if you go the full reinstall route.

The new version of Adwcleaner from Malwarebytes removes preinstalled bloatware. If you buy a laptop or prebuilt it only takes a couple minutes. However a  fresh install will guarantee you didn't miss anything.

If you're talking about cleaning up a brand new machine, I would recommend reinstalling.  You haven't done anything to it yet anyway so you're only out the installation time which is not much at all.  It's not like rebuilding a system where you have to choose between trying to clean up what you have and wiping all that out and resetting it up for hours.  Plus, with things like Superfish, etc. I would always be weary of using the preinstalled version.  You can't be sure you've cleaned it all, and in my experience, Windows isn't really that cleanable regardless.  Reinstalling also lets you make sure you're running Pro and not Home.

You can reinstall using the license it came with, or if you have the option to create a new license by upgrading from a 7 or 8.1 key you have laying around, that also works.  There is rarely a reason or need to actually buy windows 10
