I get stutters every 2 seconds in GTA V with an i5 4440 3,1 GHz and a GTX 950 2GB GAMING and 8GB DDR3 HYPERX 1600MHZ RAM Single channel on Normal settings and 1080p, the textures wont load either. It ran fine before with my GTX 650 1GB and G3420 on low settings 720p almost with no stutters. What is causing this issue?

GTA V is very CPU dependant, and from experience this particular issue (map isn't loading in beneath you right?) was solved by a CPU upgrade

did you install fresh drivers? and when in 2019? there has been several major updates this year

For stuttering it could be many things. Common things to check are the drivers for graphics card and CPU. make sure you do a clean install so there is no residual data. Also first reinstall the game in question. I know that GTAV is a large game but there could be an issue with the game files. I have also need installing it on another HDD fix the issue. Or make sure it is installed on the local C:\. Test with another HDD as I have also seen that to be a cause for stuttering.
