Computer won't shut down or sleep

I cleaned up my pc replaced the thermal paste end reassembled my pc again. Now for some reason it won't sleep or shutdown. When I click shut down it doesn't send a signal to my monitor anymore and I hear the hdd drives shutting down but the fans stay on. What may be the problem??

 

(P.S The first time i booted it up after I cleaned it 2 of my memory sticks were not recognized. I reseated them and then they were recognized)

Check and reseat everything you took apart, if you unplugged you power and reset switch connectors from the mobo double check they are correctly hooked up.
