PSU buzzing in games

i just built a new pc and when i am in games the power supply starts buzzing but when i die(csgo)it stops but when i respawn it starts again and it goes on and on.Its my first build so i dont know what to expect.

psu=coolermaster masterwatt 650

pcpartpicker says my pc only takes 398w and sapphire recommends that my rx 590 at least needs a 500w power supply.

 

This is normal for a power supply if not shall i return this psu.

It's normal for a power supply. Some models buzz more than others, and some particular units of a given model can buzz more than normal too.
