Laptop only boot windows if 2nd HDD pulls less than 700mA.... Or maybe it's something else... Please Help Me....

Ok, this is interesting so get ready:
Backstory:
My mother's laptop (Toshiba Satellite P775D-S7215) was running quite slow so I decided to add an SSD (some transcend 256gb one I've had for years) and keep her 1TB WD Black in the second bay but even though her laptop had the space for a second hdd it didn't come with the required cable so I ordered one and while it was shipping I just connected the WB Black over a USB 3 to SATA+SATA Power adapter (It has all her documents, pictures, downloads, etc. on it so I pointed windows to the relevant folders and everything worked fine). Once the cable arrived I tried to move the WD Black to the second bay and the laptop would POST fine but doesn't boot windows (it just sits at the windows logo with the spinning loading symbol). Keep in mind it boots Linux (Manjaro) perfectly no matter what situation.
tl;dr: Laptop posts but wont boot windows with certain HDDs in second bay.


There are 2 bays (they will be refered to as bay 1 and bay 2 (bay 2 is the addon one with the cable)

 

I tried 6 SSDs/HDDs, they will be referred to as follows:
Transcend SSD - 256GB Transcend SSD (1.5A)
SP SSD - 120GB SiliconPower SSD (Unknown, doesn't show rating on drive)
Sandisk SSD - 250GB Sandisk SSD that I bought brand new yesterday for testing (1A)
WD Black - 1TB WD Black that was in the laptop originally (800mA)
Seagate HDD - 150GB Seagate HDD that was in my old Dell Latitude with 3 installs of windows on it (700mA)
Xbox HDD - 60GB Seagate HDD from an old broken Xbox 360 (700mA)

I've tried these positions and will show results:

I probably tested other configs but you get the point, the only drives that work in the second bay is the Xbox and Seagate drives (the ones that pull 700mA)
Another thing I should mention is everything works if there are NO PARTITIONS on it and it's all just allocated space, but If I try and format it in the windows setup it says "Windows could not format this drive" or something similar

I tried an 1809 installer ISO I had, a brand new one I just downloaded via the media creation tool, and a 1709 ISO I also had, same issue.

 

Edit: F*** Toshiba and their arbitrary BIOS lockouts (at least I assume that is the issue, I tried a low power wd blue and it didn't work but CONVENIENTLY the toshiba drives I had in raid in my laptop work perfectly -_-

why no dark mode?

Storage: 2x 1TB WD Blue NVMe SSD in RAID 1, 4x 10TB HGST Enterprise HDD in RAID Z1
