I do have gtx (1060) 6 gb, Intel 7th generation intel 7500. 8 Gb ddr4 ram. Do I need to upgrade my monitor to get better refresh rate?

yes...if you have a 60hz refresh rate panel and want to see more frames you do need a faster display...

Now the GTX 1060 6GB will not deliver that high of a framerate as 144FPS in modern demanding games...it depens what you play as of the other upgrades are worth it or not.
