Well it depends of what you're going to do but at the moment AMD is really nice price per performance wise compared to intel.

The 3700x and the 9700k compete each others but the 3700x is a bit cheaper, comes with hyperthreading and a cooler. Same goes for the 3600 vs the 9600k. And if you gor for a b450 instead of a x570 motherboard it really is cheaper.

The price is more or less the same but you'll maybe need a better cpu cooler than the hyper 212 because intel CPUs run hot. And you should definitely change your PSU.
