FPS help

Alright so recently my fps has been low in games and ive been getting some stuttering, I have an rtx 2070  and i7 8700 with 16 gigs of 3000mhz ram.  When looking at my usage for gpu and cpu i noticed they were low, like 30s or 20s.  While trying to reslove this issue i found a post with similar problems and it had something about disabling VT-d and HPET, would doing this fix anything? if not what could i do?   Thanks for anything you can suggest

I had low FPS and fixed it by uninstalling and reinstalling drivers.
