RTX 2080ti - High temps :(

@Skiiwee29 The pump is already at max speed in the BIOS. It is set to 2400 rpm, so I think it is already at max. speed.

Im not sure if the order of the components matter, but i always do, in your case i would do, Pump > GPU > Rad > Res > Pump.  You seem to have the order in a backwards fashion.  It looks like you have it going Pump > Rad > Gpu > Res > Pump.  It is also coming in at the bottom of the res, to then work its way out of the top, which seems to me that would have to make the pump work harder, instead of using the natural flow of things going from the top to the bottom.  You may not be getting proper flow.

ahhh, then the header may not be providing enough amp then. There should be a header on the board that provides like 3A instead of 1A like most headers do.

2400 rpm is extremely low to efficiently move the heat, this is likely your source of problem. What motherboard are you using?

@Skiiwee29 I am using the  X370 GAMING M7 ACK. How do I check the proper header? :/ The max that I can put the pump is at 2400 rpm.

ok, looking at your boards diagram, you should have the pump plugged into the upper right most fan header, labelled pump_fan1 Here is a picture from your manual detailing where exactly it is. This header outputs 2A instead of the standard 1A that most fan headers do. This will likely help you.

mmmk, then I would honestly replace that pump with a DDC or D5 pump that has higher RPMs and a dedicate power source. Seems that pump is not up to the task of properly cooling your GPU.

I would just mention my opinion that the pump is not the problem here, the SPC pump is fine for a single GPU and radiator loop. The problem is most likely the card assembly.

^^ This. Pump looks fine spec wise, it'll easily push coolant properly through such a small loop (especially at max rpm). If everything is flowing right then the next thing to look at is the GPU block mounting. I know EVGA doesn't care if you remove the cooler, IDK what Gigabyte's stance on that is (or how it works with US law assuming you're in the US, IIRC they updated it so OEMs can't void your warranty for maintenance stuff like repasting the cooler, unless you actually damage the card).
