I recently did a clean wipe of my os (windows 10 home) and the first thing I noticed was that I couldn't make desktop icons for any games. After giving up on icons I attempted to play CSGO. I got a vac error so I tried verifying the game files through steam. I item failed so I finished and restarted my computer. Every time I do this it installs directx so I went and installed directx 11 directly from Microsoft. I gave up and thought maybe it was firewall blocking something. After completley disabling windows firewall I was still getting the same problems over and over so I had my friend take a look because he's less of a novice and he went straight to checking steam client. He kept getting an error when he tried running the application because task manager did not display it running. We gave up and did a clean wipe from bios and reinstalled windows from a flash drive made on a separate computer. After some GPU driver issues I finally got windows to run properly. The first and only program I installed was steam directly from the website and it's behaving as if I never changed a thing. I am currently rewiping my computer and installing windows 10 pro but I'm sure the problem will still be there when it is done. At this point my gut is telling me there is a problem on steams end but I still haven't tried logging into a different account because I only have one accessible email currently. PLEASE help.

Update I finished installing windows 10 pro, turned off windows firewall, then logged into steam from a friend's account and nothing has changed. Still no desktop icons and I'm getting a VAC error from csgo. This was a clean install after a clean wipe. I haven't zeroed my hard drive yet but I'm not sure I want to go that far.

PLEASE HELP

Specs? Mostly needing mobo, GPU and all drives with files.

Verify that I've understood correctly following:

  • Windows is fresh install on wiped drive? Not upgrade or repsir/restore.
  • Steam is fresh install?
  • Games are either fresh installs or using existing files?
  • GPU is using newest drivers?

There's two things that don't make sense. One is not being able to create any shortcuts. This could mean that you have temp user account or something else has gone wrong with Windows install.

VAC error. Does it give some error code or something we can use to determine where issue might be?

Mobo: msi 760gma-p34(fx)

Gpu: msi r7 360

It's a prebuilt PC from bestbuy in an I buy power case. 6 core processor but I'm not sure exactly which one.

I've tried the system restore from windows (both keeping files and full reset) and wiping the drive from bios with a clean install from a flash drive. I would tell you more about the bios wipe but my roommate did it while I was at work. The only drivers I've installed are AMD radeon because it's what I had before. Keep in mind everything worked fine before the windows reset.

For the account, mine shows up as an administrator. I'm also the only user.

Also no information from vac error. I go to verify the game files and it says 1 file failed every time. I go back and it does a first time run and installs directx.

The temporary account prevents you creating any files under user specific folders. Like desktop. And you can have temp account even if you are administrator. Usually it means something went wrong with account creation. So try to Safe Mode and create another account from there.
