Will a i5 4570t with z97i  mini itx plus and 16gb to 32 gb ram suffice for a server for a game such as minecraft and how many players can it handle with spigot or bukkit

MC is actually super light on servers. For memory you need around 1GB plus an extra 1GB per 10 players.  For CPU they recommend a core 2 duo so your i5 will be excellent.

You forgot to worry about your internet connection. How many players you can host depends on the connection you have aswell.
