Unstable GPU Utilization/Clock Speeds

I have a 5700 XT Pulse.

Just installed the new 19.9.2 driver (issue was happening with the 19.7.5 as well).

Playing PubG my GPU clock speed is all over the place. Sometimes it sits at 2000mhz. Sometimes it dips below 1000. It's often sitting at the 1400-1600 range. I get great FPS when it is at 2000. Sometimes the dips cause the FPS to drop dramatically and causes stutters in the game.

 

GPU MCLK is a solid 875mhz

My temp hasn't gone above 75C (usually 70-72). My CPU Util is around 80-90%.

I set my power to +50% in Wattman in case it is needed. I upgraded from a 390 so I think I'm good there.
