Im getting it from my uncle its in pristine condition. But i live in the US so USD and no more then 700

So you have $700 to spend, or you are getting that stuff for free basically, and you have $700 for the rest of the PC?

Thanks, that's the perfect response.  If the $700 is just for the GPU and not the whole PC, I would grab a 2070 or 2080 (super variants are also a great option) of your choosing.  If you also need a case, power supply and SSD, I'd throw a 2060 or 2070 max in there and call it a day

Then something like that.

The Sapphire Pulse is going to be the best RX 5700 to buy IMO. But it's also always out of stock, so shop around a bit. The Powercolor cards are good too.

MSI is fine otherwise, the Mech shouldn't have the thermal pad issues of the evoke.
