59 FPS Cap really annoying

Sorry if anything is wrong first time posting here, anyways my PC gets stuck at 59 fps on everything unless I reinstall the drivers every single time the PC starts up. I am a novice at trouble shooting and I cant figure this out. Here are my specs: i7 8700K, RTX 2070, and 32GB, 3000mhz. I run things on a 144hz asus ROG Strix XG32VQ. Here have been my trouble shooting steps: Reseating gpu, switching out gpu, trying different monitors, trying different drivers, V sync is off, every single setting ever is set to 144hz, took off XMP, and there is probably more that I have forgotten. To be clear after reinstalling drivers it works fine but I have to reinstall drivers every single time I start my Pc. This looks like a software problem and im not the best at those. Thanks in advance for any help.

did you use DDU to uninstall the driver?
