Your build is nowhere near weak. It is in fact, strong. It's easily enough to play at High to Very High settings in Ghost Recon Breakpoint as it meets every single system requirement. If you'll notice beside that i7 6700K it also shows a Ryzen 5 1600. Which has 6 cores and 12 threads. Your i5-9400F has 6 cores and 6 threads. In certain games, the i7 6700K is going to get around 5-10% better fps. In certain games, your i5-9400F is going to get around 5-10% better fps than that i7.
The game is not broken, it is like you say, in beta. You will easily be above to achieve 60-80 fps in the game and even above that if you turn down certain fps killing graphic settings that do subtle changes to visual fidelity. As for fps drops, those are common in any recent video games, especially those released by Ubisoft.
The problem is that the world is gigantic. And things happen in the world on their own. In particularly, explosions. These explosions, combined with graphically demanding areas of the game and certain enemies and players inside the game, and what all these enemies and players are actually doing in this world, contribute to fps drops.
Throw in the fact that you'll be playing it online, you can imagine what that does to fps as well. Other players are going to be rendered into the game. And these other players are going to be doing all sorts of things. Then you throw in how your PC is optimized in general and your hardware of course. Luckily for you, your hardware is more than fine.
None of your hardware does not need to be upgraded anytime soon. Trust me, I'm getting an average of 60-75 fps with drops into the high 40's, mid 50's and around 85-110 fps when flying in Ghost Recon Wildlands. All of this in 1440p using a 2015 i5 clocked at just 3.0 GHz combined with a 1070 and just DDR4-2133 RAM. Don't ever think your hardware is weak. Anyone that says that doesn't know what they're saying.
