Wrong, identical architecture. Down-clock an AMD 8-core to 2GHz and throw in an AMD 7850 and you would functionally have an identical machine. There is less difference between an Xbone and a gaming PC than there is between that same PC and an ultrabook.

 

Any reasons a PC couldn't run a console OS probably come down to hardware security chips that need to shake hands with the software before it boots or starts a game etc.
