most of these dont come with caddies where do you guys get them?

Mostly by already having access to them, which is a crap answer for those that don't. When I have to buy them I just search ebay for the part number (caddies have them) and see how much they are or buy the cheapest disk (usually faulty) that comes in a caddy.

Not a bad unit no, just uses the older and slower SAS controller.

DS4243 (IOM3) may be freely mixed with DS2246 or DS4246 shelves (IOM6) with one caveat – all shelves in the stack will be limited to 3Gb/s operation.  The NetApp Best Practice recommendation is to avoid this downward throttling by not mixing shelves of different speeds.

If you're just using HDDs then 3Gbps operation will be fine, each SAS port is 4 lanes so total bandwidth is good anyway. If you plan on using SSDs then you'll be limiting the per SSD bandwidth a lot but similarly total bandwidth will still be high.

If you're up for it you can build your own. That's what I'm doing. Got a 2U 12 bay on dent & scratch deal. Going to connect it to my server though a SAS expander & SFF-8088 cable to a LSI HBA.
