How much do you want to spend on a GPU?  Because I think that is going to give you the most noticeable gains while gaming.

You're limited by the GPU, so a CPU upgrade wouldn't improve your gaming experience.

Going with the 5700 should give a good uplift in gaming performance. It is quite a bit more powerful.

Then I would focus on saving up to your $400 limit and then re-visit this then and see what prices are then.

The GPU you have is a mid performance part. It's strong enough to play most games at a mix of medium and high settings with frame rates above 60FPS, and should be for a few years.

I'd hang onto the 1660Ti for now. Save money, and see what the next wave of GPUs from AMD and Nvidia are like.

No.

AC Odyssey isn't an good metric to base your decisions. It's terrible and runs like trash on everything, and doesn't even look good.

Don't base buying decisions on AC as a measure of other future games.

It's designed to run at 30fps with low settings and that's considered "good".

If you can mostly get 60fps at reasonable settings then you are performing twice as good as intended.
