Yeah, you're gonna need to provide a lot more detail than that.  Pictures of the build without the side panel on the case might help if you have good lighting.  At a minimum the specs of the system and anything you've tried thus far to fix it.

Have you plugged in your front panel connectors correctly? That happens a lot. You'd be amazed how many times people have plugged in the power switch to the reset headers.

I used a Build Guide but the Parts I have are:

I-5 9600k 9th Gen

Hyper 212 Black Edition with Silicone Fan

ASRock Z390 Pro4

OLOy Memory Series x2

What does it do when you try to turn it on

 

Also your CPU fan looks like it's gonna blow air down, but your GPU will blow air up, might create some turbulence unless you turned the CPU cooler fan around.

Can you get us a clearer picture of this section of the board?  Move cables so we can see that all is connected?

Yeah, The CPU fan is good, The Fan takes the air for the cookie and spits it out, Right?? The air is blowing towards the outside of the case.

 

It doesnt do anything when I try to turn it on. I've tried making sure all the parts connected to the motherboard are plugged in right, I tried using a Screwdriver to touch the Power Switch Prongs on the motherboard to sorta spark it on, and I think that's all. Of course. I have tried making sure the PSU Switch in on.

Is it perhaps plugged into a surge protector that's not on? I've done that before

It doesn't look like anything is plugged into this header (where the power button would go).

I think it's probably one of these circled in blue if the top of your case is where your power button is.  It will either be a flatter type cable or tiny little cables.

 

 

Edit:

I looked up your case and it's almost certainly one of those cables and I think I see a wider, flat cable that probably separates at the end where there are tiny little connectors that attach to the motherboard header.  They should also be labeled with something like PWR or RESET for each button it connects to.

You dont happen to know why my Tower is on but it doesn't display anything. I have a HDMI and it's plugged into my GPU, But I made sure the PC is on, Fans whirling and everything, but it doesn't display anything on the TV screen.

I would check the cable.  Make sure the TV is set to the correct HDMI input.  Do you have any other monitor/TV you can try?  And have you tried moving the HDMI cable to the HDMI port in the IO shield area?
