Personal Minecraft Server

So I setup a personal Minecraft server on The 1.7.10 Pack from tekkit, and I found that the server was running really slow and laggy. I found this surprising as I have a core i7-8700 with 16GB of RAM and I have the java argument for my server set up to run 3GB minimum and 6GB maximum which I though would be plenty. Does anyone know of any kind of optimization I could do or why it would be laggy? If you need any more information just let me know.
