Yes. It'll have essentially no impact on performance.

Yes you can, there will be no performance penalty since the 5700XT can't saturate the 16x PCI-e 3.0 bus.

It's fine as-is. Any PCIe slot can take any compatibly-sized PCIe peripheral.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.
