Microsoft Word Shortcut Keys

I have a prebuilt refurbished laptop from HP that I suspect has a keyboard issue. Take a look at the video. Any suggestions as to what is causing it to spaz out? Thanks for any insight. I've listed what I've already done below.

 

- Reinstalled Office 365

- Restarted PC

- Reset PC (soft)

- Ran Anti-Virus

- Checked drivers for keyboard

- Verified only one keyboard layout installed
